Every African leader serves as Commander-In-Chief of the Armed Forces of their country. They receive full respect of the military despite having been elected via the political system.
Except for Museveni of Uganda who still wears his military attires for some official functions, most of the others will wear it only during a special occasion.
For some leaders it is typically a return to their days in uniform, the likes of Sudan’s Al-Bashir, Buhari, Museveni and Al-Sisi of Nigeria, Uganda and Egypt respectively.
